Before amending juvenile justice laws, lawmakers must establish through reliable studies that the proposed change will effectively address the problem it seeks to solve. There is no inherent guarantee that lowering the age of criminal responsibility will reduce crimes committed by minors. In the absence of substantial empirical support, such an amendment may fail to achieve its stated purpose while potentially undermining the rehabilitative principles embodied in juvenile justice laws. The scientific evidence is overwhelming that minors do not think and make decisions in the same way as adults. Neuroscience has consistently shown that the prefrontal cortex, the part of the brain responsible for judgment, impulse control, and assessing consequences, continues to develop well into a person's 20s. While adolescents may understand right from wrong, they are generally more impulsive, more susceptible to peer pressure, and less capable of evaluating long-term consequences than adults. For this reason, any proposal to lower the age of criminal responsibility should be supported by compelling evidence that it will reduce crime, rather than assuming that children possess the same level of judgment and self-control as fully mature adults.
