Build escalates the scale: one person, a city, a team, a country. Each step bigger than the last. He stacks the rhythm with anaphora, repeating 'they' at the start of each phrase. Turn flips the meaning inside the same sentence. 'Hope springs eternal. But we do not have eternity.' Same word, reversed direction. Land is declarative closure. Short, resolved sentences.
