BREAKING: UCC HOTSPOT UPDATE — 13 OCTOBER 2026 The Uganda Communications Commission (UCC) has reportedly given unlicensed public Wi-Fi hotspot operators seven days to switch off their services and dismantle their equipment. According to media reports, UCC warns that enforcement could include the seizure of routers and other equipment. UCC estimates that approximately 4,000 hotspot operators are operating without the required authorisation and claims that the practice contributes to annual government revenue losses of UGX 148 billion. BUT THERE IS ANOTHER DEVELOPMENT. UCC has reportedly proposed that hotspot operators organise under one or two companies that would apply for licences, with individual operators potentially working as authorised agents. This raises important questions: 1. What will the licence cost? 2. Will small-scale operators be able to afford compliance? 3. Will individual hotspot owners be allowed to obtain their own licences? 4. What happens to operators who have already invested millions in equipment? 5. Will UCC establish a clear and affordable pathway for legal operation? Regulation is important for consumer protection, network safety and fair competition. However, the future of thousands of small businesses also depends on clear rules and practical compliance options. Hotspot operators: organise, seek written clarification from UCC and follow verified regulatory guidance. Do not assume that the reported proposal is already a final licensing framework. Should Uganda introduce an affordable licensing framework for individual hotspot operators, or should operators work under a few licensed companies?
