No, a plumber cannot legally charge you £1,000 just because they inspected the leak first. Under Section 51 of the Consumer Rights Act 2015, if no price is fixed beforehand, you are only legally required to pay a "reasonable price" based on standard industry rates. Furthermore, the Consumer Protection from Unfair Trading Regulations 2008 bans traders from exploiting an emergency to force an excessive fee. If they did the repair without getting your clear consent on the price first, they cannot demand an arbitrary, inflated amount. You have the legal right to pay only a reasonable fee for the actual time spent and dispute the remaining balance in writing.
