There is no law that says a person must sit when told by an officer. There is also no obligation of the passenger to identify themselves unless they have are a suspect in a crime or investigation.

You cannot arrest or issue a warrant for somebody.For failure to pay a fine. Have it been able to since 1883.

As someone who was law enforcement. If the stop was for expired tag and they handled both car and driver… that concludes the traffic stop unless there was further reason to extend the stop. Courts ruled that traffic stops cannot be unreasonable in length. Making him sit and saying it’s a lawful order implies he was detained, but given the stop ended and they had possession of the vehicle his detainment generally wouldn’t be authorized.
