in all 50 states it should be a fine of $1,000 each time you go past a stopped school bus with the lights on and if they are repeat offenders then their license gets taken away permanently

I've never seen anything like this. its unacceptable. they should be arrested and stiff fines if not jail time. thst first car nearly hit that child. thats reckless driving and I'm many more laws broken.
