Put camera on the back of the stop signs. if they pass the school bus they will get a ticket in the mail. Also, in Maryland we have speed cameras if you pass the camera going 10 miles over the speed limit the camera will flash and you will get a ticket in the mail.

ther should be harder Consequence for the not just running a stop sign it should either be classified as a child indangerment or assault with a Deadly weapon and get there cars towed on the spot and booked into jail for the night
