Раз уж США 4 Рим, тогда на роль 3 подошла бы Британская империя, у нее тоже была Pax Britanica. А вот у Российской империи, просто не было настолько огромного влияния как у Британии, которая буквально имела влияние как у США сейчас, или даже больше
