I am a pipeliner for over 20 years. The inspector is spot on. There should be bedding where the pipe hang. On areas where there are rocks, the bottom of the ditch should be free of rocks. When back filling, the first 2 feet should be backfilled with sand and then you use shaker bucket to sieve the soil and use that to backfill the rest of the ditch

Eng we use readily available material for backfilling free from rocks for plastic pipes, unless the budget allows for borrow pit materials from nearby quarry pit.
