The natural cultural Center Act of 1958 gave complete control over the Natural arts performing center to a Board of Trustees which included naming rights. Congress would later pass another act renaming it to John F Kennedy Center, but took away any rights in the Board of Trustees concerning their ability to name or rename things. The judge knows that he'll be overruled on appeal given this fact.
