I'm tired of this narrative. Captain America wanted to contain the new phoenix host to ensure another disaster doesnt happen. You know the phoenix who almost destroyed life on earth. Cyclops was willing to take the risk and knows how dangerous the phoenix force is. Captain America wasn't. Cyclops was the villain here, He was willing to gamble with everyone on earth life, for a handful of mutants to come back. In the comic , captain america was proven right because he knew that power didnt belong on earth because those with it Constantly over step they're boundaries.
