The legs and tail push in both directions to stand the robot up when going from tank to megazord (as far as I had observed) its supposed to be one fluid sequence rather then piece by piece moving

With the original figure and in the show itself the legs are like the t-rex just hunched down and the others attached to it, so the tail is clipped in at the spot for dino mode. If you look up a properly assembled original toy, or an image of the show model, you see the t-rex legs are not fully folded up and it's not sitting on it's butt. I think it's to give the illusion the tail is like a third spot for treads/wheels.
