Utah is trying to do the same thing. I was homeless with my veteran husband for three years in Salt Lake, neither of us have EVER had a substance abuse problem. I just lost my job during COVID and his disability check could not cover living expenses. Getting a job while homeless is INSANELY hard, and all people do is tell us there were all these resources, we just had to seek them out. There was nowhere near enough then to help everyone, to help us, and that's only getting worse now. This is EVIL. PERIOD.
