its not and u will probably get banned for using it. what shift does is "swapping" ur local files so its called "swapper". in fortnite there were many skinswappers and i used it back in the day and got permanently banned for it. but since they decided to give "cheaters" a second chance, my account is back. so i wont recommend using it cause since epic is new owner of rocket league, the people who uses it, will 100% get banned for it, if other people says diffrent stuff, then they clearly have no idea. Why would they remove bakkesmod and implement EAC into the game? to let something like shift slide? i dont think so. they wanted to get rid of cheaters with eac and also to get rid of bakkesmod, so give me one reason, why they would accept shift and say, shift is fine to use go ahead. makes no sense.
