No it is unnecessary and can actually be counterproductive hydraulic lifters are designed to bleed down and selfprime through regular engine oil pressure shortly after initial startup. Using a vacuum pump to force air out can sometimes pull the internal check valve out of its seat or trap air inside the highpressure chamber if the oil doesnt flow back in perfectly.

For everyone complaining, no you don't have to do this, you can soak them for several hours like has been done for decades, but in a shop setting you didn't always have time to soak them for hours. You do this and you go from fresh out of the box to ready to install in 5 minutes or less. Also, when you release the vacuum, no they didn't immediately fill back with air, the oil takes place of any air. Now if you pull the lifters out of the jar and either don't install them for several days or you do install them but don't start the motor for several days then yes, essentially most of the oil drains back out, but like I said earlier, this is for the people on a time crunch.

The micro bubbles are probably dissolved o2. Most of the major voids are filled rather quickly in a vacuum environment, especially with the viscosity of oil.
