The YF-23 lost because this was a time where dogfighting was still prevalent, so we chose the more agile plane. Not to mention that Northrop was already occupied with the B2 program, so they weren't sure if Northrop could produce the needed amount, and the F22 was closer to being ready for production than the YF23, which still had issues with the design of the weapons bay and the initial development. There were many problems that were taken into account with the YF23.

However it was so expensive to maintain, that’s why they chose YF-22, because it was reliable, agility, successfully fired weapons from internal bays, and proved to be a more conservative, manageable engineering program. But overall the YF-23 was a great plane it was faster and stealthier, but it was very costly and very expensive to maintain for, and Northrop Grumman was already struggling to build the B-2 spirit bomber because massive cost overruns and production delays on the B-2. congress only chose the YF-22 because Lockheed Martin had a very strong reputation of building stealth technology (for example the F-117 nighthawk) and they where always on time when building planes

the yf-23 is a prototype the y is put infront of prototype planes (i will admit it’s cool but the f-22 is way more modern)
