I always assumed his bankai was limited, just like Yumichika's and Renji's; he may never have learned his zanpakuto's true name. Why would he want to truly master it? His captain doesn't like bankai.

I actually think Ikkaku's relationship with hozukimaru is similar to that of renji and Ichigo where he "has a bankai" but he doesn't truly reflect the bankai in himself the way the others do. Hozukimaru is lazy and likes to take his time, until Ikaku takes his restless wreckless part of himself and balances it with a version of him that doesn't only want to be zarakis subordinate and is ok taking his time. he's too immature for what his bankai could be.
