I mostly disagree with this. “Civic sense” is a multifactorial phenomenon influenced by class oppression, access to social capital etc. Your example of Japan as performing “high civic duty” is a weird one without much consideration of their cultural ethos and colonial past themselves

I wouldn’t blame the people, things like anti-littering in the US came after decades of public government campaigns and outspoken people discussing why littering is bad. Without that the idea of “throw trash wherever” doesn’t seem that deep. Also if the country doesn’t have things like consistent cleanup or easily available garbage cans on street corners, this problem will happen
