PS2. Then get MGS, MGS2, MGS3, GTA San Andreas, Ace Combat 5, Gran Turismo 4, Tony Hawk’s Pro Skater 3, Final Fantasy X, Final Fantasy VII, Resident Evil 4, etc etc

360 is backwards compatible with original Xbox which shares a large part of its library with the ps2, so that's the most cost efficient route

well, if you get any of them honestly, I really recommend the mercenaries franchise really good. Sadly, it's only 2 games, which is the first game and then world of destruction
