Neither, bagpipes originated in the middle east and spread across Europe. There are English bagpipes that are much older than Scottish ones (Northumbrian, Lincolnshire pipes), uilleann pipes from Ireland, but the large Highland pipes became unique to Scotland.

Try Egypt and Anatolia. They were invented in roughly 1000BCE. Then the Romans started playing them. Eventually, after Rome had colonized the South of England, they made their way up north to Pictland, which would one day become Scotland. First documented records about bagpipes date to the 12th century in Scotland and about the 15th century in Ireland.

Good question I had to look it up. Bagpipes are most strongly associated with Scotland, but they did not originate there.

The national instrument of Scotland is the Great Highland Bagpipe. The Pipes played in Ireland are the Uilleann pipes (the national instrument is the Celtic Harp. The Welsh Bagpipes are called Pibau (the national instrument is the Welsh Triple Harp). The bagpipes that are one of the national instruments of England are the Northumbrian Small Pipes (the other national instrument being the English Concertina). Both the English instruments have full chromatic scales, complex keyword, quieter melodic tones, are bellows driven (rather than blown), rely on internal reeds rather than flutes or whistles, and so whilst being in the same family as the other three pipes, are somewhat different instruments. Across the world there are over 130 distinct bagpipes.

Bagpipes are an ancient instrument, played in several parts of the ancient world, they come in many forms.
Most famously, the Great Highland Bagpipes, are world renowned to this day.
Played by Scottish highland clansmen for centuries, they were once banned as being 'an instrument of war'! As a result, any Scotsman will say, hearing the pipes stirs the blood, & connects him to his ancient warior kin, & deep emotional love, of his homeland 🏴

They didn’t originate in the British isles at all, but there are different types of bagpipes from all over the isles, not just Scotland and Ireland, only most have fallen out of use.
