Ummm what does he mean he doesn’t carry rank because he’s off base?? That’s not how the military works. In civilian clothes or in uniform we all still represent which ever branch we are in.

So as cop I would say this, Military rank means nothing in the outside world that is true and as an officer that used to work in the area of multiple bases it did get frustrating pulling over soldiers because they thought their Military ID gave them the right to do whatever they wanted. However outside of that the officer did not need to ID the passenger as this is a traffic violation he’s only required to ID the driver. If this had been an interaction that was due to criminal arrest of the driver then yes the passenger would be identified for the report.
