They need to meet their quotas... so they give bogus tickets that they know will get thrown out and they won't show up in court. It costs you time & or money and they don't get dinged by not giving enough tickets or arrest. Add to that they have each other's backs EVEN if they know their doing wrong.

all tickets are attached with a court cost. so even if your ticket is dropped, you still pay. its revenue streaming is what they are doing. they know they are writing bs tickets
