For everyone arguing, the pedestrian did NOT have right of way, as that would imply the have the legal right to proceed first through an intersection. As the POV driver had a green light and the pedestrian having a no cross sign, the POV driver was given the right of way. However under the Doctrine of Last Clear Chance, if the POV driver had a way to avoid an accident and didn't, they can be held partly liable for damages. But if you look at the video, you can see the POV driver stop in time making the pedestrian liable for all the damages to the vehicle.

If you have the DON’T WALK signal and you still cross even in the crosswalk, you can still get a ticket for jaywalking. Even pedestrians have to follow the law.

It's called Jay walking, she is in the wrong. Jaywalking is the illegal or unsafe act of a pedestrian crossing a roadway outside of designated crosswalks or disregarding traffic signals.
