To me it wasn't because of the skin exposed,but it's because the concept of her clothes is just the same like the rest of the most woman characters'clothes.. like imagine we have 7 nations but tsaritsa's design concept is not so much different than the other woman's design before.. but i love how they doing her hair , it feels new to me

Its also been stated in the story that vision holders are way more resilient to cold/hot temperatures than a normal human. Thats why genshin doesnt want to give us a skip button bc players just complaining about something thats clearly explained in the story
