On January 20, 1989, a 33-year-old Chinese professor walked down Bush Street in San Francisco. George H.W. Bush had been sworn in as the 41st president that morning. The professor noted homeless men sleeping in the doorways and wrote it down. His name was Wang Huning. He was a visiting scholar from Fudan University in Shanghai, five months into a six-month fellowship arranged by the American Political Science Association. He covered more than thirty cities and close to twenty universities, sat in on seminars at Brookings and Heritage, worked briefly inside Congress, and attended the Bush inauguration. He visited the Coca-Cola headquarters in Atlanta. At Berkeley, he observed hundreds of homeless people living in rag tents in a place called People's Park. In Belmont, Massachusetts, he watched township-level self-rule. In 1991, he published the travelogue, America Against America. His central argument was structural: individualism is the single root of both American vitality and American fragmentation. One machine, two outputs. The same force producing innovation was dissolving family, neighborhood, and common purpose. Agree or not, this mindset explains quite a bit about China’s posture. Wang Huning now sits at the number four position on the Politburo Standing Committee, the seven-man body at the top of the Chinese Communist Party. The frame he built in 1989 is now four chairs from Xi Jinping.
