wrong.. what's takes time are all human in the loop processes (e.g. open tickets to infrastructure requests, realizing easier get personal trials at home vs hoping company gives you 100% sandboxes, realizing the intra dependencies of parallel projects consumes months of meetings etc.. coding is the fastest task, 80% is loose on non-coding). Was true till 2000 coding a lot, but then it switched to plug more instead of coding from scratch.
