The project was East Side Access. It cost $12 billion for 3.5 miles of tunnel. That's $3.5 billion per mile, seven times the global average. Phase 2 of the Second Avenue Subway is running at about $2.5 billion per kilometer. Almost fifteen times the cost. The standard explanation is cheap Chinese labor. But Madrid built subway for around $89 million per kilometer. Paris extended Line 14 for $234 million per kilometer using the same tunnel boring machine New York used, through similar soil, at similar depth. A Paris official told the Times he couldn't understand how New York spent five times as much. Those 200 ghost workers weren't a glitch. They were the system working exactly as designed. And as long as Americans blame foreign wages, the actual consultants, lawyers, and revolving doors never get named.
