So you are saying that ,when people take their money to commercial banks and laiter be taken to central bank, that is where the circular ends, in other wards you are saying that its central bank that eats all the money, instead of returning it to the market through paying salaries and other legal tenders 🤔 . In this case i would like to think of South Sudan financial management "libralisation"/ or pevertisation, where by an independent organisation will take over the management of central bank for proper accountability on all necessary payments, money circulation nation wide and efficiency in market price stability. 👋👋 good bye.

Some Guidance, The money customers are banking in commercial Banks isn't supposed to be used to pay salaries. The Central Bank is supposed to give out that money as a loan, which in return attracts profit. This can only be done when there are strong policies in place. Whereas, the money collected through Taxation is the one which the Government is supposed to use as salaries. I appreciate your research and presentation.

Commercial banks do not keep all their money with the central bank. What they keep their is called the reserve requirement which is only between 20 to 30 percent.
