actual reason is its a legal reason tldr its not allowed to have stuff like its required to own a non free item/unit to use a locked mechanic that is impactful so either they need to make them not have combined abilities or have the unit with 2 characters be considered 1 unit.

a lot of characters with a close relationship either have kits that don't work well with each other like Jean and Barbara or have to be concurrent like Varessa and Iansan or Furina and Charlotte/ Escoffier in co-op, not having control over part of your own kit can be detrimental especially if your burst is supportive or a major source of damage
