However, viral social media posts often leave out critical context: Harrington did not just use a couple of backyard rain barrels. He built large, unauthorized dams across natural channels on his property, illegal redirecting and storing 13 million gallons of water—enough to fill 20 Olympic-sized swimming pools. He stocked these artificial reservoirs with fish and used them for personal recreation, which directly violated state water laws by preventing that water from flowing downstream to the public and ecosystems that relied on it.

This is true. BUT. He was building dams, diverted a stream and had an estimated 13 million gallons of water collected in those 3 reservoirs.
And now you know the rest of the story.
Collecting water runoff from roofs and such is completely legal.
Water on the ground, natural streams and rivers, etc. is public property. The state doesnt claim to own the water.
