Actually, the water does reenter the drinking water system. It's released into rivers downstream from the water intake points. Eventually, it flows down to another city's intakes.

As someone who worked at the largest plant in my state and did water quality monitoring, the water we discharged into the river was cleaned to the same standard as the drinking water supply
