hot take: 48 teams is fine but it should be organised in a way that doesn't screw up the bracket in the knockouts and messes up the final round of the group stage, my suggestion is having 8 groups and each group has 6 teams each, top 2 of every group goes to a normal round of 16 knockout game, yes it's 2 extra games in the group stage but no round of 32 game
