No cosmo is not needed for a master set it’s only for a grand master set, pretty sure that’s a promo.

The book was printed wrong. I use pokedata. Technically the cosmo is a promo that’s made after the book is printed. Sometimes the Cosmo halos will be in the book, but it’s only usually the first run of them. Usual print run is about 3 years and there are several promos that come out along the way.

What happened is they decided to make 4 versions of each card not sure about trainers but they decided to do it after the book was already printed cos in prismatic they actually have 4 spots n 3 for trainer

Cosmo holo is just a "promo" from a product and the only other card in that set to have that is Larry's Dunsparce

I would not worry about the cosmos holos when building your master set. Sometimes they come out with these promos years later. Just throw them in the back of the binder with the other promos if you have space
