Peeta was the fuel that caused Katniss to truly ignite as the spark. Without Peeta the rebellion would have not been as successful even backing Katniss as a symbol. Peeta was just as important as Katniss. Using Peeta as the pawn in the capital was the only way to break Katniss down.

also, we know from the Louella situation is that the people that knew the person being replaced well we're able to tell the difference, so the people in the rebellion who knew Peeta personally would be able to tell it wasn't him (and possibly reveal that somehow / use it against the capital)

we don't know how reliable body doubles have become since the 50th games, so I do wonder if its because Peeta was too recognisable as himself. The doubles we've seen still have an eery remembrance of their past and for the people that knew louella knew the doubles was "off". Though thats mostly because they saw what happened. Maybe it wasnt reliable technology 🤷‍♀️

I don’t agree that they had body doubles for katniss and Peetah. If they did they would’ve just replaced them after the first games/after the victory tour. People assume that because Lou Lou existed all the tributes have body doubles but I don’t think that’s likely. Especially since snow acted like it was impressive that he was able to replace Louella so quickly and tells Haymitch that it’s a gift for him. In a game with 48 kids no one would’ve even noticed Louella’s death. They wouldn’t have televised it. It would’ve been easier just to sweep it under the rug and not talk about it but instead they happened to find a child that looked close enough. But I just don’t think that they have body doubles ready to go at any given time. If they did I think they would’ve programmed Lou Lou to ACT more like Louella they would’ve trained her to speak and move and eat and sleep like Louella but she doesn’t she is just a traumatized girl pumped full of drugs

I think they used a Katniss body double during Peeta's torture by maybe making the double become hyperaggressive and making him watch her attack people. also maybe if they had a Katniss version of the dog mutts from the 74th games as well since he thinks she's a mutt before he gets deprogramed
