The backrooms aren't exactly linear to time. Sometimes it picks up things from the future, so the found footage at the beginning could be from later or the captain is a recreation of something the backrooms saw in the future.

the backrooms memory thingy means that Clark was remembered only as captain Clark, because that's all anybody knew him as, a humiliating commercial. and that's also why in the ending shot with the missing posters, Clark is the only person who doesn't have one.
