this is a correct interpretation. However offsides was created to control cherry picking. Not 1 toe offsides BS. I believe this is way above and beyond what the rule is trying to control. I guess since billions of dollars are spent on this game they want it extremely precise.

The offside rule says: The attacker must be behind the second last defending player, when the ball is played. The goalkeeper was off his line, meaning that the defender standing on the goal line, became the last defender, the other Egyptian defender, the second last defender. The Iranian attacker was ahead of the second last…therefore offside!

Wrong interpretation of the law! Rule states two players one of them is the goalie; ment as to make sure that the goalie is considered within the two; but if there two outfielders behind the goalie then the attacker is not in an offside position
