This video is likely misinformation. Officers can act on information provided by another officer. This is called the Collective Knowledge Doctrine. This doctrine is used nonstop by every major law enforcement agency. If an officer knows of criminal activity, they can communicate that to another officer. That other officer can use that information to effect a stop, frisk, search, arrest, etc.. unless there is something specific to this situation/agency that I don’t know about, that officer had the right to issue a citation to this person on the basis of information provided to him by a fellow officer.
