It’s just not a good card. You have to weigh the difference between that and the card you are replacing for the deck. You don’t actually get many slots a commander deck. There are more and more good commander cards so you have less options to put in cards that don’t do anything.

So 1 mana for a card that generates zero card advantage, doesn't even replace itself, doesn't impact the board and whose "value" can be gotten out of just observing what your opponent is doing. There's a reason why it sees no play in any format.

I'm eventually making my American government spycraft deck using a bunch of effects like this on top of building out a military. It uses The Council of Four as the commander so it's a lot of this effect, card draw, and cards that make tokens for the military. I just haven't updated it in a while.

if it tapped for mana in addition, auto include, but the value of this alone is just not worth it to remove something else unless you are literally playing cards that convert artifacts to mana. It's great to see other players hands, but at the cost of a much better spell or a land it loses the value. think of it this way, you are the control player, you look at my hand and you see 4 spells I can play next turn, all 4 of them are really bad for you but you can only counter 1 maybe 2, guess what, you looked at my hand and now you are the target; did that really help?
