The app developers before using an outside Google Play download. So you're downloading their app from another thing. Besides Google Play, the developer must register with Google. This has nothing to do with us. It's the developers.

You will still be able to sideload apps that aren't registered with Google by enabling the option in settings and waiting 24 hours. By no means is this a good thing, but this video is not telling everything.
