Arrests fall heavily on young men, and the Albanians counted in that 209 are overwhelmingly young men (about 57% male, most aged 25 to 49) — set against the whole British population, every age included. Deprivation pushes it higher still: in England's most deprived areas, around 307 in every 100,000 are in prison, against just 30 in the richest. And the 209 isn't even an official figure. A campaign group divided the arrests by their own guess at how many Albanians live here, a number Oxford's Migration Observatory says nobody can reliably pin down. It also counts arrests, not people, so a handful of repeat arrests inflate the whole rate. Account for who is actually in each group, and the nationality story starts to fall apart.
