I think the hierarchy goes Tsaritsa, and then Not and Vodyanitsa. I think the harbingers don't have much standing in the grand scheme of things besides their association to the Tsaritsa. I feel like fae are gonna be higher up in her court seeing as she's doomed all the humans to freeze. Next is probably vesna and the harbingers with roughly the same authority. I feel like valeriy won't really be able to contend with them but he'll still have some ground, lastly we have Danica and mitya who I think don't have standing in the Tsaritsas eyes, but in those of people

I think valeriy is a Volkodlak fae as they are said to take the form of powerful beast such as bulls and bears. And in the 6.5 combat event one of his students/soldiers were one of the opponents

people hate him bec he isnt unique enough (and by unique he doesnt have the crazy flashy hair) but honestly i like him exactly bec he looks like the familiar cool, broody, alpha/ceo/male lead type. plus the bear spirit animal thing is pretty cool. now the only thing missing and im hoping for is a really cute gap personality. honestly id like to see him be a black bear type. only scary when provoked but for the most part he just want your food or smth
