mmm if an stranger died u wouldn't cry for them as we don't see sakura cry but she did when chiyo died so to her chiyo is more than just a stranger. so ur point becomes pretty forced. - "or an old lady" sounds pretty convenient doesn't it, and no true selflessness isn't defined by any gender or age.

this bond btwn the two along Sakura and tsunade were meant to symbolize olders entrusting the youth of the future and having faith in them, chiyo took time to come around skr (and the rest of konoha individuals present) and praised her later on, I can go on for hours and explain each scene but for now have that 💗
