I think Juno’s is worse since it’s a bigger change to her silhouette and means her skins don’t have a strong visual through line from the front. Mizuki has his hat as a visual through line, and his mask on his base skin is to strengthen the kappa visual so it makes sense to vary in presence with different skin themes.

right but realistically how many skins can you make with a helmet? her only one with a helmet is her least popular skin. no one uses it. and even then people still wouldn't be happy because alot of people would claim they didn't make the helmet fancy or a unique asset
