Turn the head on that valve down to zero. It’s likely that cap on the valve hasn’t got a washer in it

Primary Heat Gas/plumb/heat :
if cap has a washer could have been over tightened & damaged, closing the trv head can stop for a while but can open itself as room gets colder, if does remove head & put a coin / refit, coin allows it to close more or take washer out of shower hose & put in cap tighten gently

You need to tape and paste plug?? No good just dry it won’t hold if thermostat doesn’t switch off totally ❤️

If you close the valve right down to zero you will be able to take the brass stop end off and check for a washer. If the washer is in then retighten the brass cap as tight as you dare
