This is horrible! Im next door in Idaho and in my county we have to pay for the rain water that falls on the hardscapes of our property. They say it is to pay for the storm water infrastructure. Soon they will charge all of us for the air we breathe! Thanks for posting this, very interesting.

It would have to be a city ordinance. Oregon state law is that you can collect from roofs only and outside use only unless you pipe it inside with inspection. so if it’s a city ordinance or a rage bate story.

They passed this back in the late 2000's by reworking the Navigable Waters Act. It's a federal law, it applies to every state.

I don’t know about Oregon. But the whole some states not allowing this is because they are protecting the lands. If everyone caught the rain water then none would actually go to the land and rivers and creeks wouldn’t get replenished. So yeah this needs to be regulated.

If thats the case and the city owns the water that falls out of the sky within its limits....then the city is LIABLE for any damages caused to citizens and their property caused by the water....like if there is a flood, storm etc. Yup
