Fertilizer is determined by NPK, nitrogen, phosphorus and potassium. Leafy greens need higher N (nitrogen), but fruits and vegetables need less nitrogen and more phosphorus and potassium to produce the blooms that eventually become fruits and vegetables.

Because plants in their vegetative state are growing structurally. Establishing roots and branches. The Blooming/fruiting is more focused on what that structure was created to support.
