That’s NOT how it works, at least in Europe. If there’s two different providers you simply have to pay. But data volume is mostly large enough nowadays so you can just use it via WhatsApp to call someone. Unlimited phone minutes often are only if you call someone with the SAME provider, Telekom to Telekom, Vodafone to Vodafone and so on…
