In what province do you live that you’re charged annually for your bins? I have never been charged annually from my bins. I don’t even use bins. I use recycling bags.

that's wild. the UK have recycling places we take this stuff and it's free because it's run by our local councils. I only think they charge house clearance people but I may be wrong

In America- we have free dump days. And big items like mattresses the city will come get for free you just have to schedule it.
