i have dry skin so the one size powder melt definitely makes a difference so my powder products never look cakey

With skin prep, do you do that on top of/ after your skin care???? or do you wash your face then do skin prep and skip regular skin care? Please help this is my biggest confusion. Because typically when I do, my makeup is right after I wash my face, but I don’t wanna do both and have a pill.
