A few very important parts of this story: there was already a very good internal tech consultancy / Eng team within GSA called 18F that was modernizing govt websites and following the law. Trump/doge axed it. Also the NDS has been designing sites like trumpcard.gov that track visitors and evade requirements of the 1974 privacy act
